Tweaking the Vision





“World class public servant’s actions are continuously legitimized by the Orleans Citizen Participation Program’s effective enablement, facilitation and support of an informed and democratic consensus between citizen-stakeholders and all levels of their government regarding all aspects of governance while respecting individual rights and benefiting Orleans Parish as a whole."




Some evolving concepts to go with the vision and graphic:



  • World class public servants along with actively and responsibly participating citizens is a far-off vision. Think it has a compelling ring?

  • “Effective" is synonymous with continuously improving processes with verifiable standards (by the IG) as some of the key mechanisms

  • In the world of high performance process engineering there’s a scale of 1-5, It is widely used to assess organizational capability and maturity
    • Ad hoc = 1
    • Repeatable = 2
    • Defined = 3
    • Managed (quantitatively) = 4
    • Optimized = 5



  • Stakeholder-focused is one of a handful of classic quality management concepts that distinguish world class performance from the rest. This is the root of things like supply chain and theory W (win-win).

  • MyCityofNO.org might be a central communications for both web-enabled and non-automated communications. This gives it real citizen-stakeholder focus

  • At some future point, CPP "mediates" and provides the context for all citizen-government interactions. The same model should gracefully extend to:
    –Police services
    –Revenue Services
    –Safety & Permit applications
    –Assessments
    –Elections
