The vision statement resulting from the summit meeting:

"Government sustains its legitimacy through continuing citizen participation. The CPP program uses a defined process which produces an official and binding vehicle to establish a continuing dialog between citizens and officials on all aspects of governance; the consensus opinions are derived democratically; taking into account not only the rights and needs of individuals and locales, but the benefit of the City as a whole."
