Here's an example of a tight VMG as recently adopted by the US Army Corps of Engineers:
Vision: A GREAT engineering force of highly disciplined people working with our partners through disciplined thought and action to deliver innovative and sustainable solutions to the Nation’s engineering challenges.
Mission: Provide vital public engineering services in peace and war to strengthen our Nation’s security, energize the economy, and reduce risks from disasters
Goal 1. Deliver USACE support to combat, stability, and disaster operations through forward deployed and reachback capabilities
Goal 2. Deliver enduring and essential water resource solutions through collaboration with partners and stakeholders
Goal 3. Deliver innovative, resilient, sustainable solutions to the armed forces and the Nation
Goal 4. Build and cultivate a competent, disciplined, and resilient team, equipped to deliver high quality solutions

The vision statement resulting from the summit meeting:
"Government sustains its legitimacy through continuing citizen participation. The CPP program uses a defined process which produces an official and binding vehicle to establish a continuing dialog between citizens and officials on all aspects of governance; the consensus opinions are derived democratically; taking into account not only the rights and needs of individuals and locales, but the benefit of the City as a whole."

Tweaking the Vision

“World class public servant’s actions are continuously legitimized by the Orleans Citizen Participation Program’s effective enablement, facilitation and support of an informed and democratic consensus between citizen-stakeholders and all levels of their government regarding all aspects of governance while respecting individual rights and benefiting Orleans Parish as a whole."
Some evolving concepts to go with the vision and graphic:
- World class public servants along with actively and responsibly participating citizens is a far-off vision. Think it has a compelling ring?
- “Effective" is synonymous with continuously improving processes with verifiable standards (by the IG) as some of the key mechanisms
- In the world of high performance process engineering there’s a scale of 1-5, It is widely used to assess organizational capability and maturity
• Ad hoc = 1
• Repeatable = 2
• Defined = 3
• Managed (quantitatively) = 4
• Optimized = 5
- Stakeholder-focused is one of a handful of classic quality management concepts that distinguish world class performance from the rest. This is the root of things like supply chain and theory W (win-win).
- MyCityofNO.org might be a central communications for both web-enabled and non-automated communications. This gives it real citizen-stakeholder focus
- At some future point, CPP "mediates" and provides the context for all citizen-government interactions. The same model should gracefully extend to:
–Police services
–Revenue Services
–Safety & Permit applications
–Assessments
–Elections

Here's another qick draft that attemps to apply the concepts of a good vision statement
"Public servants are continuously legitimized by the Orleans Citizen Participation Program when it effectively facilitates informed and democratic consensus between citizens and all levels of their government regarding all aspects of governance while respecting individual rights and benefiting Orleans Parish as a whole."
The picture is a first whack at trying to visualize CPP
Rational for modifications:
legitimacy is the important why
establishes a purpose for CPP
Facilitating consensus is CPP's purpose

Creating a shared vision:
A group’s shared vision
A group’s shared vision
- communicates a sense of purpose;
- expresses what is important and why;
- focuses on the future;
- reflects the shared values of group members; and
- uses pictures, images and words to bring the vision to life.
The shared vision statement should be clear and concise, and create a visual image in the mind of the reader. It may be as brief as a few words or a more detailed collection of points that create the desired visual image.
Developing a mission statement
How will your group reach this shared vision? A mission statement could tell us this. The statement becomes a tool to communicate the group’s purpose to others. A mission statement will tell people 1) what you do, 2) for whom do you do it, and 3) how you will get it done. The mission statement sets the group’s direction; is clear and concise; is realistic; reflects the values and beliefs of the group; demonstrates a commitment to serving others; is inspirational; and is action oriented.
Identifying goals, objectives, projects & activitiesA group goal is a broad statement of something that the group expects to attain or achieve. Goals may be short, intermediate or long-term in nature. Well-written goals are believable, attainable and based on identified needs.
Objectives are statements of specific, measurable and attainable outcomes that contribute to the achievement of a particular goal. Outcome-based objectives focus ono changing people’s behavior or circumstances; o changing something about the community; or o establishing a process for achieving a particular goal.
